What do you think about Poverty exposing Kids to CRIME at a Young Age?

According to many Research, It is Said that kids that grow in a poor community and a poor Background are prone to Crime at a very Young Age.
Why are Kids from Poor Background Prone to Bad Attitude
It is also said that a Kid from a poor Background would develop two times faster mentally than a regular Rich Kid. This mostly is because of the Kind of community they grew up or the Family. Most of the time, it's Post Traumatic Stress from Family breakup, Family violence and so many other things.
It's sometimes attached to Mindsets
Some people really grow up with the mindset and believe that Crime is the only fast way to get Rich. A kid born into a community with this kind of Mindsets would either accept or prove the mindset Wrong. But so rare we find a kid ready to prove such Wrong.
Who do we blame for this?
Who do we blame for such exposure at a Young Age. Should we blame the Parents for not being able to Provide enough?
The case are mostly different, Some Parents struggle for Living and to feed their Kids, but the struggle turns out most times to be enough. A parent who can't provide for the 3 daily meal, will find it relatively hard to enroll the kids in Schools or even further their education pass the Higher Education.
But if such Parent is enlightened enough to realize that he/she can equip this kids with Skills .
Equip them with Skills in the sense of enrolling them in a kind of Workshop that matches their interests and learn . There is a Saying That “an idle hand is the Devil's Workshop"
Do we blame the Kids 🤔
It saddens the heart, when you see a Parent struggling to bring all together for the betterment of a Kid life but he/she still isn't interested in developing his/her Life goals.
